He is a survivor found within slums of Harran. He is found during a random encounter in which he will be located on the rooftop of a building.
When approached by Kyle Crane, he reveals some backstory on Hassan Suleiman, the deceased younger brother of Kadir "Rais" Suleiman. He explains that Hassan was a paraplegic and the only thing Kadir cared about. Allegedly, Hassan was a tempering influence on Kadir, encouraging him to seek peace when he desired war. At the start of the outbreak, Kadir contacted the GRE and demanded his brother be evacuated immediately, but they ultimately refused to do so and Hassan was killed by infected. Grief-stricken and without his 'moral compass, Yilmaz explains, Kadir is now becoming a sadistic warlord. Yilmaz tells Crane he wanted to illustrate the kind of enemy he was up against, for which Crane expresses thanks.
After this encounter, he disappears and his whereabouts and status are unknown.

Yilmaz: "Crane. You're dealing with Rais, aren't you? You're the one who volunteered?"
Crane: "Guilty as charged. Something I can do for you?"
Yilmaz: "I believe I can provide... some context. You may find it useful. You may not."
Crane: "Okay. Lay it on me."
Yilmaz: "I did not witness this first-hand, so take it as hearsay if you want... but it involves his brother, Hassan."
Crane: "I know about Hassan. He died, right? And Rais blames the GRE?"
Yilmaz: "He is right to. Hassan was confined to a wheelchair... and he was the only person in the world Rais cared about. Hassan acted as a tempering influence on his brother. Where Rais wanted to go to war, Hassan convinced him to seek peace. And when the outbreak happened, Rais demanded that the GRE evacuate Hassan first and foremost."
Crane: "... And they didn't?"
Yilmaz: "There was political in-fighting. Because of the Ministry, the GRE dragged their feet... and Hassan died in a zombie attack. The GRE could have removed him from harm's way immediately. They elected not to. And now Rais has lost his moral compass... free to inflict his brand of sadistic lunacy on the populace of Harran."
Crane: "So Rais's beef with the GRE. You're saying he's justified?"
Yilmaz: "I do not excuse him. He is a vicious gangster. A blight on this city. I merely want to help you understand the enemy you will surely face."
Crane: "Understood. ... Thanks."
Trivia[]
- Considering his knowledge of Rais and his brother, he may be a former member of Rais' gang.
