Jack and Joe barricaded the entrance to the water tower and set explosives all around. I faced a long and dangerous climb to the top.

Jack and Joe knew they were trapped. They tried to convince me to help them get out of the city. I was sick of the bloodshed, so I promised to help them escape as long as they promised never to come back.
I got the water flowing again, giving control of the tower to the Peacekeepers.
Search Barney's hideout for evidence.
I searched Barney's hideout. There was nothing suspicious in his belongings, but in Sophie's things, I found a patch of human skin with a military tattoo on it. Moments later, Barney attacked me.
As I fought Barney, Aitor and his men showed up. Commander Lucas's skin was taken as proof of Barney's guilt and he was taken into Peacekeeper custody.

Barney refused to confess to the murder, but Aitor was convinced he'd done it. In return for finding the murderer, he authorized my passage through the metro tunnel to the City Center.
With the Horseshoe Water Tower under the control of Jack and Joe, the people of the Bazaar will likely die of thirst. As such, the water needs to be secured, either for their survival (Sophie) or as a way of coercion (Aitor). Head over to the water tower which, as the name suggests, is located in Horseshoe. The door leading into the tower is locked with an easy lock.
Once inside, the explosives which can blow up the tower can be seen. They are located throughout the tower and have to be removed to ensure the water tower's survival. Depending who is sided with during the previous quest, either Aitor or Sophie will be contacted when entering the tower's base. Following the yellow tarp and other yellow markings, head on to the top of the tower, removing the explosives along the way. At the highest explosive is also a GRE crate containing two Inhibitors.
At the top of the tower, Jack and Joe can be overheard talking to one another. When entering their hideout, they will switch their attention to Aiden. One can either choose to fight or negotiate. If chosen to negotiate, Jack and Joe will mention that they had warned Barney that the Peacekeepers, Lucas, specifically, had set a trap for him, during which he was said to have died. The negotiation ends with Aiden being given the option to either agree to their terms to get them out of the city, or refuse and fight. In the same room, the Tourism Office of Villedor - Horseshoe can also be found.
If chosen to help the pair, they will move out from the tower and want to meet up at the tunnel near the Tango Motel, though one cannot actually meet them there. With this option they do, however, show up during a later part of the game. If chosen to fight, the two will have to be killed.
Regardless of the decision made, Aiden will then have the decision to assign the water tower to either the Peacekeepers or the Survivors, providing the first of either the Peacekeeper or Survivor Rewards and assigning the district to said faction as well. After doing so, Hakon will contact Aiden for a status update and recommends checking out Barney's hideout at the Tango Motel, so head on over there. If Sophie was not aided during the previous quest, a GRE chest containing two Inhibitors can also be found here.
Once at the hideout, not a lot of interest is found in Barney's room itself, but there is a wooden board covering up a hole in the wall. Move it to the side and use survivor sense to find a piece of skin with a Peacekeeper tattoo - Commander Lucas' rank tattoo, after contacting Hakon Barney will come moving in to the room and fight Aiden.
If the water tower was assigned to the Peacekeepers, Aitor, Hakon, and two Peacekeepers will come into the hideout and arrest Barney for Commander Lucas' murder, with a short conversation taking place. Aitor is grateful with what Aiden did and tells Aiden to meet him at his office to fulfill his end of the bargain.
Head on over to the Main Terminal Station in Quarry End and meet up with Aitor again. He will be found interrogating Barney, who will deny the murder charges. When Aiden brings up the agreement, Aitor admits that it still stands, he asks Aiden for a favor and moves out of the room with him. He asks Aiden to wait for him at the metro tunnels and to deliver a letter to his family in the Central Loop, to tell them that he is safe. After the conversation, the quest is completed and the next quest, "Into The Dark", starts.
