"Pact with Rais" is the fourth story quest available in Dying Light.[1]

Brecken is so desperate, he's ready to deal with the devil himself: Rais. And since I'm supposed to determine whether or not Rais is the one who stole the GRE's secret document, this is the perfect opportunity.

I met Rais, and Jade's right, he's a psychopath. He's also the GRE's rogue
operative. Now I've got to cooperate with this piece of shit - not only
because of my mission, but also because he's got a ton of Antizin
stockpiled.

Just met a guy named Karim - he's like Rais's majordomo, I guess. Or
number one flunky, at the very least. Karim's sending me to fix some
antennas for Rais. Nothing better than being an errand boy.

The first antenna was non-functional, so Karim's sending me to another
one. If that one doesn't work, I don't know what I'm gonna do. I just hope
Rais doesn't fuck me on this.

The job's done. Now it's time to get back to Rais and get that Antizin.

I can't say I'm surprised that Rais went back on his word. But the GRE
won't let me just walk away... plus, if there's any chance we can get that
Antizin, I have to try. This time he wants me to gather protection money
from the surrounding settlements. And after this, he better hand over the
drugs.

I met Jaffar, the owner of the garage, and basically threatened his life if
he didn't pay up. This makes me sick. It's not like I break legs for the
mob.

Great, now I've terrified this Gursel AND his woman. Really making
friends around here. Still, I made the pickup and now I'm on my way to
what used to be a ferry station. One last job and then I hope I'm done
with Rais.

More threats. This time it was a guy named Morgan, and I ended up
promising to burn the place down around him if he didn't cooperate. I
feel... slimy.

Some of Rais's men disappeared in the Slabs, and if you ask me,
whatever happened to them was too good. But I'm nearby, so Karim
wants me to go see if I can find them, and since I need the Antizin, I'm in
no position to argue.

Rais gave me enough Antizin to keep the Tower alive for a few more
days - but then he demanded that I kidnap Jade and bring her to him! I
told him where he could shove that idea. No clue what to do now.

Trivia

  • When Crane enter Rais's Headquaters, Tahir is suspicious of him since Tahir and his two accompanied bandits find him after landing in the city. This is speculation, but it's possible that Rais may not have given you the two crates of Antizin as promised due to Tahir telling Rais about Crane's arrival in the city.
  • During development, Rais was initally using a Military Machete to cut off Osman's right hand. This was then changed to a Hook Blade in the final game.
