He is a journalist with International Affairs magazine who sneaked into Harran during the early stages of the outbreak in order to report on the epidemic. However, at some point while fleeing infected, Fallon misplaced his camera and satchel and was forced to seek shelter with the survivors at the Ferry Harbor.
During the main story quest Pact With Rais, Kyle Crane travels to the station to collect a tribute from Morgan for crime ord Kadir "Rais" Suleiman. While there, Neil calls out to Crane and initiates the A Survivor's Guide to Zombieland quest. He asks Crane to travel to a nearby HyperHouse internet café in order to retrieve his satchel. Next, Crane must locate Fallon's camera within the trunk of a car along the crumbling Infamy Bridge. Once his satchel and camera are returned, he promises to write a report on the outbreak.
Neil:"I'm Neil Fallon. I'm a journalist for International Affair Magazine." Crane:"Yeah, I've heard of you." Neil:"You have?" Crane:"How the hell did you get in here?" Neil:"It wasn't so hard during the first few days of the quarantine. And when they put Suleiman in charge, it was pretty clear how things were going to go." Crane:"So you decided to stick around." Neil:"Actually, I've decided to leave, though God knows how that's going to happen. I've been in some lock-down cities before, but there's usually someone you can bribe. Not here." Crane:"I can't get you out of Harran. I'm not sure anyone can." Neil:"No, of course. But I've been documenting this place, pretty much from day one. I've interviewed hundreds of... well, people who aren't people any more. Suleiman has a lot to answer for. The world needs to know what's happened and... Look, I'm kind of desperate here. I've lost my work. All of it. I was holed up at an internet cafe, when a mob of Infected landed on me. I got out without a bite, but I left my satchel at the cafe." Crane:"And everything's in the satchel?" Neil:"Most of it. They chased me for a while, so I finally had to ditch my camera in a car. Look, I know it's a lot to ask..." Crane:"Even if I recovered them, you still don't have a way out of here." Neil:"Mister, if I can't get my work back, there's no reason for me to get out." Crane:"That cafe is in a bad area. I'll think about it, but no promises, okay?"
—
Upon approaching the cafe:
— Crane:"Fallon, it's me. I'm near the café. Anything I should know?" Neil:"Stay clear of the latté. They tend to burn the milk."
—
After retrieving the satchel with notes:
— Crane:"I've got your satchel. Now, where's the camera?" Neil:"My God, you're incredible! It's in the trunk of a black car on the Infamy Bridge." Crane:"That's not what I was hoping you'd say."
—
When the black car with the camera falls into the bay:
— Crane:"Oh, crap! No-no-no-no-no... Dammit!" Neil:"What happened?" Crane:"How important are your photos?" Neil:"People can argue with my words, but those pictures prove everything." Crane:"Yeah, I'm sure they do."
—
Upon returning the items:
— Neil:"You did it! I can't even begin to thank you enough. What's your name? People are going to know about you." Crane:"My name doesn't matter, 'cause you're still not getting out of here. No one's getting out of here." Neil:"But... then why'd you do it? Why risk your life like that?" Crane:"I thought you deserved a chance to prove me wrong. Good luck, Fallon." Neil:"Yeah. Thanks. You too."
